Draft Charitable Status Information

 

Proposed charitable activities

  • Creation and management of a Community Centre
  • Writing and publication of information promoting the local community both within the community and externally. Examples of publications could include Welcome Packs for New Residents, Guides to local trails and paths, historical guides to the area etc. Depending on funding these may be free or for sale.
  • Creation of a forum to encourage public participation in the regeneration of the TD4 area.
  • Acting an umbrella organisation for local groups on such issues as low-cost community insurance, shared community activities and events etc.
  • Identify and tackle local rural regeneration issues

 

Proposed charitable activities-specific

3.1 Creation of Facilities -Community Centre
Creation of a Community Centre (proposed name the Rhymer Centre) designed to meet the current and future needs of the communities in the TD4 area. The major community in the area is the largest community in the Borders without a village hall or community centre

Management, including maintenance, of the Community Centre. The Centre will be open to be booked by all community groups, charities and other suitable statutory or non statutory organisations.

Organise and run a range of educational, cultural and social activities in the Community Centre.

The proposed Community Centre will be fully disabled accessible and will provide both large and small areas for meetings and suitable activities. Depending on the availability of funding we would look to provide such things as Office space for Community Groups, Community Café/Kitchen facilities, creation of a community museum/educational area and other facilites that meet the cultural/social/educational needs of the local community.

 

3.2 To advance the education of the Community about its environment, culture and/or history.
Set up a small educational area on the history of the Ercildoune area and local personalities like Thomas the Rhymer . This area will be open to local schools at no cost and the general public during set times. It is intended that the educational area will hold, where possible, exhibitions (including exhibits/artifacts) about the local area from both private and public sources.

Produce and distribute educational, social or cultural information related to the Ercildoune area. For example the group intend to publish a booklet of all local community groups and contact details which will be distributed to all residents.

Executive Summary

Ercildoune Development Trust is a small community led and run organization dedicated to improving the life and opportunities available to the people of the Ercildoune area (TD4 Earlston and the surrounding area).
The main aims of EDT are to create a Community Centre to meet the present and future needs of the community, publish regular What’s on Guides for the local community, fundraise for local charitable activities and to undertake any activities identified by local people as beneficial to the community where those activities are not being met by another organization.
EDT is open to all local residents on payment of a small membership fee and is potentially open to non-local residents who are prepared to commit themselves to abide by EDT aims and pay membership charge.
Whilst currently having no legal status or identity EDT is looking to set itself up as a Company Limited by Guarantee, gain registration under SEERAD and obtain Charitable Status (Scotland). Regardless of status EDT will be run as a not for private profit organisation where any profit or income will be reinvested in its aims and objectives.

Ercildoune Development Trust is a not for private profit company set up to respond to the needs and desires of local people (where these needs and desires are of a charitable nature).


Mission Statement:
“To meet the social, cultural, environmental, educational and other needs of the communities of the Ercildoune Area (Earlston and surrounding communities) by providing facilities, services and carrying out other relevant activities. The Trust will be run by the people of Ercildoune area for the people of Ercildoune area”

Company Goals and Objectives:

Our goals are to provide services and facilities for recreation and other leisure time facilities for the Ercildoune area following principles of sustainable development and in the interests of social welfare so that local people’s conditions of life may be improved; and to provide an example of best practice for similar organizations both regionally and nationally.

To carry out all our activities without distinction on grounds of race, political, religious, or other opinions. To work towards being a sustainable, self financing organisation that can respond effectively and efficiently to the changing needs and desires of local people where those needs and desires are of a charitable nature. What’s on Guide.
A guide to local community and voluntary groups and organizations in the Ercildoune area, their activities, how to be involved and contact information. This guide will be updated every two years (minimum) and will be partially funded through business sponsorship and advertising. The guide will be free and either distributed or be freely available in the Ercildoune area.
 
Rooms for rent.
Once the Community Centre is built it is planned to offer rooms to rent for community groups and other interested organizations. Rooms will be rented on a sessional basis (community groups or other organizations) or for longer term programmes of activity (community groups only). When renting out space preference will be given to local community groups.


Storage space for rent.
Community groups (like Youth Group/Parents and Toddlers Group) will be able to rent secure storage space for storage of equipment at the newly built Community Centre.

Community Appraisal.
There will be an ongoing process of community consultation to ensure that any community needs and desires are known to ECDT and where appropriate action will be taken to improve the lives and welfare of local people. This process will ensure that ECDT and its Board/membership continues to meet the needs and desires of the local community and will serve to inform.

Community Fun Days.

These days will seek to fulfil a dual purpose. Strengthening community spirit and togetherness whilst raising funds to allow ECDT to continue and expand its activities.


III. Marketing Plan

Market research

ECDT and other local community organizations (including the Community Council) has carried out a number of pieces of research over the last few years into the needs and desires of the various local communities in the Ercildoune area. The major themes/issues coming out of this research has been the lack of built community space and the lack of readily available information on community activities/groups.
ECDT and other local groups have used a range of primary market research techniques to assess the situation including questionnaires, semi-structured interviews and public outdoor events. ECDT has also carried out secondary market research with providers of enclosed community spaces in similar communities.
ECDT will carry out ongoing primary research to ensure that ECDT continues to meet the needs and desires of local people (where appropriate).

Board of Directors


Wilma Brennan —Owner/Manager of local childcare facility. Business, employer company/facility management, health and safety and legal expertise.

Jane Kyle– Financial administration worker, skills in book keeping, accountancy and administration

Jackie Kinmond —Local Authority Worker. Human Resources/Payroll and administrative expertise.


John McLaren —NHS Health Visitor. Experience in employment legislation, health and safety


George MacKenzie —Civil Engineer and business owner. Experience in building trade, business, company management,


Simon Lynch —Local authority worker. Experience in community development, area regeneration, funding and community group management and development.


It is planned that the group will seek in the second operating year to obtain funding for a development worker to assist moving the project forward.
Staff may be employed once the Community Centre is complete subject to budget and demand.



VI. Startup Expenses and Capitalization

Set up of ECDT requires little in way on initial start up costs other than stationary and necessary legal costs. Estimate £100 maximum
Funds are already available for the production of a local What’s On Guide and the Guide through business sponsorship is expected to recoup costs if not provide a small profit to be reinvested.
Set up costs of the Community Centre are estimated at around £750,000, though it is anticipated that work on the Community Centre will be unlikely to commence before 2009.
